The European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers are European Commission documents aimed at ensuring the same rights for researchers, regardless of the fact in which European state they are employed. The European Charter defines the rights and obligations of researchers and organisations where they work. The Code of Conduct for the Recruitment of Researchers addresses the equality of the employment process for all researchers in Europe and the increase in the transparency of the recruitment and employment process.

The Code and the Charter for Researchers relate to all researchers in the European Union at all stages of their careers and cover all fields of research in the public and private sectors, irrespective of the nature of their appointment or employment, the legal status of their employer or the type of organisation or establishment in which they work.

Recognising its own goals and visions in the principles of the Charter and the Code for Researchers, the University of Dubrovnik, as early as January 2011, adopted the documents Internal Analysis and the Human Resources Strategy for Researchers with the respective action plan for the following five-year period. By adopting these documents, the University has thus undertaken to comply with the principles and procedures of the Charter and the Code for Researchers in all its future research-related activities. Based on an evaluation of the above-mentioned documents, in the same year, i.e. in 2011, the European Commission awarded the University of Dubrovnik with recognition for its excellence in implementing the principles of the Charter and the Code for Researchers – the HR Excellence in Research Award.

Further to adoption of the new Human Resources Strategy for Researchers at the University of Dubrovnik (2024 – 2027) with the accompanying Action Plan and OTM-R Policy, European Commission confirmed that the documents meet all the requirements to continue the use of HR Excellence in research Award for the next 3 years.

Continued implementation of the principles of the European Charter and Code for Researchers and activities referred to in the above documents will ensure the following:

• Increase in the attractiveness of the University as a desirable scientific and research institution;
• Increase in the visibility of the University of Dubrovnik within the European Research Area (ERA) and on the international level;
• Establishment of an attractive, open and sustainable European labour market for researchers and conditions that enable employing and keeping top researchers in environments that foster top-quality work and productivity.
